The Challenge
A civil infrastructure package comprising earthworks, drainage, structures and pavement, procured under a re-measurement contract. Ground conditions proved materially different from those indicated in the tender information, generating substantial claimed quantities and a contested commercial position.
Our Approach
Brickwise produced the bills of quantities to CESMM4 and administered the re-measurement provisions throughout construction. We carried out independent verification of executed quantities against site records, assessed the contractor’s ground-conditions claim on entitlement, causation and quantum, and prepared a fully substantiated response.
A live risk register was maintained alongside the cost report so the employer understood both committed cost and exposure at every stage.
The Outcome
The claim was resolved by negotiation on evidenced quantities, avoiding adjudication. Re-measured quantities were agreed progressively rather than at completion, giving the employer an accurate outturn forecast well before handover.
